The Empty Bowl is an item in 24 Carrot Island.
Role on 24 Carrot Island
The bowl is required to get Whiskers to follow you. However, the bowl is empty. Therefore, you need to go into the Carrot King Diner and ask the lady inside, "Will you fill this bowl with milk?" after which Flo will fill it and you will be given the Bowl of Milk.
